Texas insurance CE online, built to TDI classroom equivalent rules
Texas agents need part of their CE as classroom or classroom equivalent, so self-study alone does not cover them. A classroom equivalent course lives or dies on its interactive inquiries. We build that engine to 28 TAC 19.1011, on your site, under your brand.
What TDI requires of an online course
Texas Department of Insurance (TDI). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
Inquiries decide completion
28 TAC §19.1011(b)
For a classroom equivalent course, the provider uses periodic interactive inquiries to determine completion. The student has to score at least 70 percent on every inquiry section.
- 02
At least five questions per inquiry period
28 TAC §19.1011(d)(4) and (d)(9)
Each interactive inquiry period has five or more questions, and the inquiry program itself grades them.
- 03
Questions built a specific way
28 TAC §19.1011(d)(1) and (d)(8)(B)
Inquiry questions are multiple choice with at least four real options, and all of the above or none of the above cannot be the right fit. The questions also have to reasonably test the content.
- 04
Self-study final exam sizing
28 TAC §19.1011(c), (d)(5) and (d)(10)
A self-study course ends in a final exam with at least 10 questions per credit hour, up to a required 50. A student who misses 70 percent gets at least one retake.
- 05
Notes allowed, other people not
28 TAC §19.1011(d)(11)
During exams and inquiry periods a licensee may use course materials and their own notes, but not another person's notes or help.
- 06
Certificates in 30 days, records for four years
28 TAC §19.1011(e); 28 TAC §19.1014
Completion certificates go out within 30 days of completion, and student exam records are kept for four years.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Inquiry gates between sections
A student cannot open the next section until the inquiry for the current one is passed at 70 percent or better, so completion is decided the way 19.1011(b) says.
A question bank that enforces the format
The authoring tool will not save an inquiry period under five questions or a multiple choice item with fewer than four options, and it flags all of the above answers before they go live.
Exam length set from credit hours
For self-study versions, the final exam size is computed from the course credit hours and capped where the rule caps the requirement, with the retake built in.
Completion files for Sircon
Each completion produces the record you upload to TDI through Sircon, and the certificate is issued automatically well inside the 30 day window.
Four year exam records
Scores, versions and answers are stored per student and kept for the full four years 19.1014 asks for, exportable if TDI asks.

The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
What is a classroom equivalent course in Texas insurance CE?
It is an online course where completion is decided by periodic interactive inquiries graded by the program, at least 70 percent on each section. It counts toward the part of agent CE that self-study cannot cover.
Does TDI require a proctored exam for online self-study CE?
No. TDI does not require a monitored self-study exam. It does set the exam size, the 70 percent mark and the retake.
How do I report Texas CE completions?
Providers report completions to TDI through their Sircon account. The platform produces the completion records so upload is a routine step.
Can the course run in Spanish too?
Yes. We build in English and Spanish. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
What does it cost per student?
Nothing per student. You pay one flat fee quoted for the course, the last payment lands when TDI approves it, and you own the platform outright. Monthly upkeep for hosting and rule changes is optional.
