California insurance CE and prelicensing, built for online delivery
The CDI certifies online courses section by section in Title 10, from word counts per credit hour to the 20 minute idle logout. We build the platform on your site, under your brand, to what 10 CCR 2188.2 and 2188.2.5 require.
What CDI requires of an online course
California Department of Insurance (CDI), Curriculum Board. Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
File the course 30 days out
10 CCR 2188.2(a) and (c); Form LIC 446-3
Each course is filed on Form LIC 446-3 and must reach the CDI at least 30 days before it is offered. The CDI says within 7 days whether the filing is accepted and decides within 30. The form lists a $41 fee per CE course and $83 per prelicensing course.
- 02
Word counts set CE credit
10 CCR 2188.2(i) and (j)
A non-contact course earns credit on a 60 minute hour, with no fractional credit. A read course needs at least 4,600 words per credit hour, and audio or video is counted by run time. The CDI gets the course web address plus a log-on and password.
- 03
The CE final stays sealed until the work is done
10 CCR 2188.2(k); 10 CCR 2186.1(e)(2)(C)
Online CE must stop students reaching the exam before reviewing the material, switching between material and exam, or downloading the exam. Courses of 2 hours or more end each section with review questions, and the final unlocks only after each set is passed at 70 percent. The exam sits behind a separate link.
- 04
At least 3 final questions per credit hour
10 CCR 2188.2(a)(7), (j) and (k); 10 CCR 2188.6(e)
The CE final carries at least 3 questions per credit hour, out of chapter order, and none may repeat the section questions. Exam time may not exceed 15 percent of the course credit hours. Students pass at 70 percent, graded by the provider.
- 05
Prelicensing online runs on the clock and on identity
10 CCR 2188.2.5(a)
Students cannot finish in less than the certified time, time is tracked per section, identity is checked on entry and during the course with questions only the student would know, and the course logs a student out after 20 minutes of inactivity. Personal information is encrypted.
- 06
Every review question answered, with explanations
10 CCR 2188.2.5(a) and (b)
Online prelicensing places review questions after each section or at least 4 interactive inquiry periods per hour, explains wrong answers, and requires 100 percent of them answered before moving on. A 12 hour course carries 36 review questions, a 20 hour course 60. An instructor answers within 1 business day.
- 07
Rosters in 10 business days or 30 calendar days
10 CCR 2188.8(b); 10 CCR 2188.5.5; 10 CCR 2188.4(b) and (e)
Prelicensing rosters are filed electronically within 10 business days of completion and CE rosters within 30 calendar days. Online prelicensing completion also needs logged entry and exit times and a signed affidavit. Records, review responses included, are kept 5 years.

10 CCR 2188.2(a) and (c); Form LIC 446-3
File the course 30 days out
Each course is filed on Form LIC 446-3 and must reach the CDI at least 30 days before it is offered. The CDI says within 7 days whether the filing is accepted and decides within 30. The form lists a $41 fee per CE course and $83 per prelicensing course.
Does your current setup do this?
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Word count and run time reporting
The course builder totals words per module and media run time, so the credit hours you file on LIC 446-3 match the 4,600 word and 60 minute rules before the CDI checks them.
Section gates and a separate exam link
Each CE section closes on its review set, the final opens on its own link only after every set clears 70 percent, and the exam cannot be downloaded or opened beside the material.
A question bank sized to the credit hours
The bank enforces 3 final questions per credit hour, shuffles them out of chapter order, blocks reuse of section questions, and caps exam time at 15 percent of the course hours.
Seat time, idle logout and identity prompts
Prelicensing time is tracked per chapter, the session ends after 20 minutes idle, and personal identity questions appear at entry and at intervals, each answer saved to the record.
Inquiry periods with feedback
Review questions run at the required density, explain every wrong answer, and must all be answered before the next section opens. Students can return to any section at any time.
Rosters, affidavits and a 5 year archive
Completions generate the roster on the 10 business day or 30 day clock, the affidavit is signed in the browser, and log times, answers and grades are archived for 5 years.
The path to CDI approval
- 1
Get certified as a provider on Form LIC 446-2. Out of state providers also file the LIC 446-40 jurisdiction agreement.
- 2
File each course on Form LIC 446-3 with the fee, so the CDI receives it at least 30 days before the first offering.
- 3
Give the CDI the course web address and a reviewer log-on and password.
- 4
Run the course with section gates, identity checks and time tracking active.
- 5
File rosters electronically within 10 business days for prelicensing or 30 calendar days for CE, and renew each course at least 60 days before it expires.
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
How long before launch do I file a California course?
The CDI has to receive the LIC 446-3 filing at least 30 days before the course is offered. It tells you within 7 days whether the filing is accepted and decides within 30.
Does California require a proctor for online insurance CE?
For non-contact CE, the provider must show that the enrolled student is the one taking the exam. The student signs the enrollment form and the completed exam, an Internet login counts as a signature, and the provider keeps those signatures.
When are rosters due to the CDI?
Within 10 business days of completion for prelicensing and 30 calendar days for CE, filed electronically. A late roster needs a signed letter of explanation.
Who owns the platform when it is done?
You do, code included. One flat fee per course, final payment when the CDI approves it, and no per-student fees. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
Do you file with the CDI for me?
You file as the provider. We prepare the platform side of the filing: reviewer access, how identity and time are tracked, and how the exam is locked.
