New York insurance CE, built as internet self-study
DFS approves internet self-study CE only with a final exam, and its provider criteria spell out what the site shows before purchase and how the exam closes. We build the platform on your site, under your brand, to Insurance Law 2132 and the DFS criteria.
What DFS requires of an online course
New York State Department of Financial Services (DFS). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
Five years of history before you apply
Ins. Law 2132(i)(3); DFS Continuing Education Program Criteria
A provider applies on Form CE1. The entity must have existed for 5 years with 5 years of instruction, or 2 years if another state already approves it. The application fee is $200, each course $50 and each instructor $50, none refundable.
- 02
Screen counts and word counts on the outline
DFS Continuing Education Program Criteria
An internet course is filed on Form CE 2 with a screen count per topic and a word count per screen. Credit is words divided by 200, divided by 50, times a difficulty factor of 2, on a 50 minute hour. DFS may ask for an exact copy of the course.
- 03
What the site must show before purchase
DFS Continuing Education Program Criteria
Before a student buys, the website shows the provider approval number, the credits, the license classes, the course expiration date and the system requirements, plus notice that credit requires passing a final exam without assistance or reference material at 70 or above.
- 04
A closed book final that closes for good
DFS Continuing Education Program Criteria
The final cannot be reached until the entire course is complete. It is closed book with no notes or devices, the pass mark is 70 percent, and once closed it cannot be reopened. Retakes draw from a bank larger than the original exam.
- 05
An affidavit at completion
DFS Continuing Education Program Criteria
The student submits an electronic affidavit attesting to the integrity of the exam when they finish. The mandatory announcement sits at the very start of every online course, and a course cannot be repeated for credit.
- 06
Completions to DFS within 30 days
DFS Continuing Education Program Criteria
Completion records go to DFS electronically within 30 days with the name, New York license numbers, course title and date. The certificate reaches the student within two weeks, and records are kept 3 years.
- 07
Required subjects inside the 15 credits
Ins. Law 2132; 11 NYCRR 20
Licensees need 15 credits per biennium, including at least 1 each in Insurance Law, Ethics and Professionalism, and Diversity, Inclusion, and Elimination of Bias, plus Flood for property and casualty licensees.

Does your current setup do this?
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Screen and word reporting for Form CE 2
The builder counts screens per topic and words per screen and runs the DFS credit formula, so the outline you file and the credit you request come from the same numbers.
A disclosure panel on every course page
Approval number, credits, license classes, expiration date, system requirements and the closed book notice sit on the product page and are confirmed before checkout.
A one way final
The exam unlocks only when every module is complete, cannot be reentered once closed, and each retake pulls a fresh draw from a larger bank. A printable copy is produced for your filing.
The announcement first, the affidavit last
The DFS announcement opens every course, the integrity affidavit is signed in the browser at the end, and repeat enrollments in the same course are blocked from earning credit.
Completion file and certificate clocks
Each completion is staged with license numbers for the 30 day DFS filing, the certificate goes out well inside two weeks, and records are held 3 years.
The path to DFS approval
- 1
Apply as a provider on Form CE1 with the $200 fee.
- 2
File each course on Form CE 2 with the screen and word counts and a hard copy of the final exam, plus the $50 course fee.
- 3
Give DFS a copy of the internet course if it asks.
- 4
Launch with the disclosures, the announcement, the locked final and the affidavit in place.
- 5
File completion records electronically within 30 days and renew by the end of the approval period on November 30 of the next odd year.
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
Can New York insurance CE be taken fully online?
Yes, as internet self-study with a final exam, or as a webinar. Self-study credit requires passing the final at 70 percent without assistance or reference material.
Does DFS require the final exam on paper?
The exam can run online, but DFS still asks for a hard copy of it with the course filing. The platform exports one from the live question bank.
How fast do completions go to DFS?
Within 30 days of completion, filed electronically with each license number. The student gets a certificate within two weeks.
Who owns the platform when it is done?
You do, with the code. One flat fee per course, the last payment due when DFS approves the course, and no per-student fees. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
Do you handle the DFS filings?
You file as the provider. We prepare the platform documentation: screen and word counts, the exam copy, and reviewer access to the course.
