Illinois insurance CE and prelicensing, built to the 2025 rule

Part 3119 was rewritten effective December 30, 2025, and self-study credit now rides on a supervised final. We build the platform on your site, under your brand, to the amended rule and the CER online guidelines it adopts.

What DOI requires of an online course

Illinois Department of Insurance (DOI). Summarized from the rule text, with the citation for each so you can check it yourself.

  1. 01

Self-study now means a supervised final

    50 Ill. Adm. Code 3119.20

Self-study is asynchronous, and credit requires a final supervised examination, which the rule defines as proctored, timed and closed book. Attendance is verified by identity plus a passed exam, and passing is 70 percent or above.

  2. 02

    Retakes must be substantially different

    50 Ill. Adm. Code 3119.20 and 3119.50(d)

A retake counts as substantially different only when 50 percent of its questions differ from every earlier attempt. The provider grades the exam, gives out no answers before completion, and uses no true or false questions.

  3. 03

    CER filing 30 days ahead

    50 Ill. Adm. Code 3119.30(a) and (b), 3119.50(a), 3119.60

Courses are filed on the NAIC CER Course Filing Form, which the Department must receive at least 30 days before the course is offered, and refiled after a significant change to content, a unit, run time or instructor. CE courses over 12 hours are not approved.

  4. 04

    Questions after every unit

    50 Ill. Adm. Code 3119.50(d) and 3119.60

Online courses place at least 2 questions after each unit that must be answered before the student moves on, and in CE they must be answered correctly. Students can review material at any time and affirm that they alone completed the course.

  5. 05

    Department access and encrypted data

    50 Ill. Adm. Code 3119.50(d) and 3119.30(k)

The Department has online viewing access to the course at all times, and student personal data is encrypted. Student information may not be sold without separate optional consent, stated on the registration page.

  6. 06

Completions within 10 days after the week ends

    50 Ill. Adm. Code 3119.30(e) and (f)

The completion list goes to the Director electronically within 10 days after the end of the week the course was completed, which is the date the exam is graded. Students pay no extra fee for reporting, and records are kept 3 years.

  7. 07

    Registration and course fees

    215 ILCS 5/500-135(a)(6) and (7); 50 Ill. Adm. Code 3119.60

Education providers pay $1,000 a year to register, $50 to certify each course and $20 a year to renew a course. CE courses may renew for 5 years after initial approval.

Would your course pass DOI today?

7 questions, one per rule above, about how you deliver the course now. You see the result right away.

Question 1 of 7

50 Ill. Adm. Code 3119.20

Self-study now means a supervised final

Self-study is asynchronous, and credit requires a final supervised examination, which the rule defines as proctored, timed and closed book. Attendance is verified by identity plus a passed exam, and passing is 70 percent or above.

Does your current setup do this?

How the platform is built to it

Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.

Proctored, timed, closed book finals

The final runs under supervision with a timer and the course material locked away, and the platform records the proctoring session with the graded attempt.

A retake engine that tracks every attempt

Each retake is drawn so at least half its questions are new against every prior attempt by that student, with no true or false items in the bank.

Unit checks that hold the door

Two or more questions close every unit, CE units need correct answers to proceed, and earlier material stays open for review. The completion affirmation is signed before grading.

Standing reviewer access

The Department gets a login that works at any time, student data is encrypted, and the registration page carries the data sale statement with a separate opt in.

Weekly completion export

Graded exams roll into a list keyed to the week they were graded, with the 10 day deadline shown, and three years of records stay on file.

The path to DOI approval

  1. 1

Register as an education provider and pay the $1,000 annual fee.

  2. 2

File each course on the NAIC CER Course Filing Form so the Department receives it at least 30 days before launch.

  3. 3

Give the Department online viewing access to the course.

  4. 4

Run the course with unit questions and the supervised final active.

  5. 5

Send completion lists within 10 days after the week each exam is graded, and refile after any significant change.

The terms

We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

One flat fee
Quoted per course before any work starts. No hourly billing and no surprise line items.
Final payment on approval
The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
No per-student fees
You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
You own it
The platform, the code and the student records are yours outright, on your site and under your brand.

Questions schools ask

Does Illinois still allow unproctored online CE?

Not as self-study. Since the amendment effective December 30, 2025, self-study credit requires a final supervised examination that is proctored, timed and closed book. Webinars count as classroom instead.

Which filing form does Illinois use?

The NAIC CER Course Filing Form, received at least 30 days before the course is offered. Online self-study follows the CER online guidelines.

When are completions due?

Within 10 days after the end of the week the course was completed, and the completion date is the day the exam is graded.

Who owns the platform when it is done?

You own it outright, code and all. We charge one flat fee per course, the final payment comes when the Department approves it, and there are no per-student fees. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

Do you file the CER form for me?

You file as the provider. We prepare the platform documentation the filing needs: reviewer access, the exam supervision method and the unit question design.
