Become a WSLCB certified online MAST provider in Washington
Washington has allowed online MAST courses since December 1, 2010, on one condition that matters most: the provider takes extra measures to make sure the student is who they say they are. Your application has to explain exactly how. We build those measures and write them down for the board.
What WSLCB requires of an online course
Washington State Liquor and Cannabis Board (WSLCB). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
Extra measures on identity
WAC 314-17-060(6)(a)
Online providers must take extra measures to ensure each student's identity, including recording log-in and log-off times. Suggested measures include one exam access per course, ending an exam idle 30 minutes or when another program opens, and personal identifying questions.
- 02
Explain identity in the application
WAC 314-17-050(1)(c), (e) and (f)
The provider application must explain how a student's identity will be ensured for an online course, along with copies of all online materials and the exam procedures.
- 03
Three hours, not counting the exam
WAC 314-17-060(7)-(8)
Excluding exam time, a course must be at least three hours long. Presentation may be in class or online.
- 04
Closed book, 80% to pass
WAC 314-17-060(5)(b)-(c)
Students may not use any written, video or online material or talk with anyone during the exam, though an interpreter is allowed. The standardized exam passes at 80 percent unless the board says otherwise.
- 05
A trainer on call
WAC 314-17-060(6)(b)
A trainer must be available to answer questions during standard business hours by internet, phone or another method.
- 06
Rosters and five years of logs
WAC 314-17-085
Providers file student lists and rosters within 30 days, and keep rosters, voided permits, each student's exam answers and log-in and log-off times for 5 years.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Session logging by default
Every log-in and log-off is timestamped per student and kept for the 5 years 314-17-085 asks for, so the core identity measure in 314-17-060(6)(a) is automatic.
Exam lockdown
One exam attempt per course, a 30 minute idle cutoff, and a cutoff when the student leaves the exam window, the three examples the rule names, plus personal identifying questions at the start.
Seat time that excludes the exam
Active course time is tracked separately from exam time, and the exam stays locked until three hours of course time are logged, per 314-17-060(7).
Board exam loaded as delivered
The standardized exam the board provides on certification is loaded as is and scored at 80 percent. Every answer is stored for the record.
Identity write-up for the application
We document each identity control in plain words for the 314-17-050(1)(f) explanation, and set up a reviewer account, since the board may take any online course free for evaluation.
The path to WSLCB approval
- 1
Submit the provider application with all online materials, printable student materials, exam procedures, the identity explanation, a trainer evaluation plan, a trainer manual and trainer qualifications (WAC 314-17-050(1)).
- 2
Brief board staff. The board may issue temporary certification, valid up to six months (WAC 314-17-050(3)).
- 3
The board responds within 45 calendar days with certification or requested changes. Changes not returned within 30 days withdraw the application (WAC 314-17-050(2)).
- 4
On certification, the board provides the standardized exam (WAC 314-17-050(6)(a)).
- 5
Certification lasts up to five years. Reapply at least 45 days before it expires (WAC 314-17-050(9)).
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
Can MAST training be taken online in Washington?
Yes. The board has allowed online class 12 and 13 courses since December 1, 2010, subject to the identity and trainer availability rules in WAC 314-17-060(6).
How do I prove student identity for an online MAST course?
Record log-in and log-off times at a minimum. The rule also points to single exam access, an idle or window-change cutoff, and personal identifying questions. Your application explains which ones you use and how.
Can I change my online course after the board approves it?
Only with approval. WAC 314-17-050(7) requires board approval before any change to content or method of presentation. During temporary certification you have more room, as long as the course still meets 314-17-060.
Have you built a regulated online course before?
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms. Washington gets its own build to WAC 314-17.
What are the terms?
One flat fee per course, final payment due when the board certifies it, no per-student fees. You own the platform and the code. Optional monthly upkeep covers hosting and the 30 day material updates the rule requires after a law change.
