Online responsible vendor training for Florida licensees
Florida has no provider approval for responsible vendor training. The licensee qualifies itself under F.S. 561.705, and ABT checks the work with its Qualifications Checklist. So the course is only half the job, the other half is records that hold up when ABT asks.
What ABT requires of an online course
Florida Department of Business and Professional Regulation, Division of Alcoholic Beverages and Tobacco (ABT). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
No approved trainer list
F.S. 561.705
ABT does not approve or list trainers. The vendor qualifies by meeting 561.705, and ABT checks that with its Qualifications Checklist, typically at a Notice to Show Cause.
- 02
Five employee topics
F.S. 561.705(1)(a)-(e)
Employee training covers alcohol sale laws and establishment operation, alcohol and controlled substances as drugs and their effects including on driving, alcohol combined with legal and illegal drugs, underage customers, and customers or employees who use or traffic illegal drugs.
- 03
A separate manager course
F.S. 561.705(2)(a)-(d)
Managers cover the laws, standard procedures for underage customers and for drug users and traffickers, and how to help employees with underage customers and keep incident records.
- 04

F.S. 561.705(3)-(4)
Non-managerial servers finish training within 30 days of hire and are supervised until they do. Managers finish within 15 days.
- 05

F.S. 561.705(5)
All employees attend an employee meeting at least once every 4 months.
- 06
Hiring paperwork and records
F.S. 561.705(6)-(9)
The vendor gives a written questionnaire at hire, keeps a written drug dismissal policy with a signed acknowledgment, keeps employment and training records, and posts signs.
- 07
What qualifying buys the licensee
F.S. 561.706
A qualified vendor's license is not suspended or revoked for a trained employee's sale to a minor, and qualification counts in mitigation.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Two tracks, mapped to the statute
An employee track built on the five topics in 561.705(1) and a manager track built on the four in 561.705(2), each module labeled with the paragraph it covers.
Hire date clocks
Each trainee is enrolled with a hire date and a role. The dashboard counts down 30 days for servers and 15 for managers and flags anyone still under supervision.
Four month meeting tracker
Meetings are scheduled and attendance is logged per employee, so the 561.705(5) cadence shows as a list of dates, not a memory.
Signed questionnaire and policy, on file
The hire questionnaire and the drug dismissal policy acknowledgment are signed in the platform and stored with the training record, covering 561.705(6) and (7).
One export for the checklist
Each location pulls a single report of training, meetings and signed documents, laid out so it can be checked against ABT's Qualifications Checklist item by item.
How a Florida vendor qualifies
- 1
Build the employee and manager courses on the topics in F.S. 561.705(1) and (2).
- 2
The licensee trains servers within 30 days and managers within 15 days of hire, supervising servers until they finish (F.S. 561.705(3)-(4)).
- 3
The licensee runs the 4 month meetings, the hire questionnaire, the drug dismissal policy, the signs and the records (F.S. 561.705(5)-(9)).
- 4
ABT reviews qualification with its Qualifications Checklist, typically at a Notice to Show Cause. A vendor that qualifies gets the protection in F.S. 561.706.
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on launch
- The last payment is due when the course is live and the training records it keeps are ready for an ABT review, so the platform has to do the job before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
How do I get my responsible vendor course approved by ABT?
You do not. ABT does not approve or list trainers. The licensee qualifies itself by meeting F.S. 561.705, and your course is one part of that. What sells is a course that covers the statutory topics plus records the licensee can hand ABT.
What topics does a Florida responsible vendor course have to cover?
Five for employees under 561.705(1), from sale laws through drug use and trafficking, and four for managers under 561.705(2), including procedures for underage customers and incident records.
How fast do new hires have to be trained?
Servers within 30 days of hire, under supervision until they finish. Managers within 15 days. The platform tracks both clocks per employee.
Can the platform carry my brand and run in Spanish?
Yes, it runs on your own site under your brand, in English and Spanish. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
How is the build priced?
One flat fee per course, no per-student fees, and you own the platform and the code outright. Optional monthly upkeep covers hosting and rule changes.
