Get an ILCC licensed online BASSET course in Illinois
Illinois spells out four things an online BASSET course must do: no skipping, real interactivity, audio for servers with a disability, and a test. It also needs certificate verification that never goes offline. We build to that list, plus the rosters Part 3500 expects within ten days.
What ILCC requires of an online course
Illinois Liquor Control Commission (ILCC). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
The four online criteria
235 ILCS 5/6-27.1(d)(3)
An online or computer-based course must be designed so no content can be skipped, must be interactive, must have audio for content for servers with a disability, and must include a test.
- 02
Built on a job task analysis
235 ILCS 5/6-27.1(d)(4)
Training and testing must rest on a job task analysis of the knowledge, skills and abilities needed to serve responsibly, developed with best practices in instructional design and exam development.
- 03
Verification around the clock
235 ILCS 5/6-27.1(d)(6)
The program must give the Commission, state law enforcement and employers access 24 hours a day, 7 days a week to verify certificates.
- 04
No proctor required
235 ILCS 5/6-27.1(e)
Nothing in the approval criteria requires a program to use a test administrator or proctor.
- 05
Pre-test and post-test
77 Ill. Adm. Code 3500.160(c)
Programs design and give a pre-test and a post-test to measure the gain in knowledge, and submit both for Commission review at application or before providing services.
- 06
Roster within ten days
77 Ill. Adm. Code 3500.160(f)
Within ten days after a course, the licensee submits a roster with each passing student name, address, phone and date of birth, the trainer and company, the completion date, and whether it was off-premises only.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Locked progression
Every screen, video and audio segment must finish before the next opens, with no seek bar shortcut, which is the no skipping test in 6-27.1(d)(3).
Narration on every content screen
Each screen ships with recorded audio and a transcript, so the audio requirement for servers with a disability is met everywhere, not just on video lessons.
Scenario checks between lessons
Interactive questions tied to the job tasks in your analysis, so the interactivity and the job task basis in 6-27.1(d)(4) point at the same content.
Pre-test, post-test, score delta
Both tests are built in and stored per student, and the knowledge gain reports by curriculum area, which is what 3500.160(c) says the tests are for.
Public certificate lookup and roster export
A lookup page answers employers and enforcement 24/7. Each completion feeds a roster with every 3500.160(f) field, ready to send inside the ten days.
The path to ILCC approval
- 1
Get the BASSET license application from the ILCC, then sign and date it (77 Ill. Adm. Code 3500.110).
- 2
Submit the training modules and certificate program plan for Commission approval (235 ILCS 5/6-27.1(d)), with how the curriculum hours are scheduled, the pre-test and post-test, and a list of all instructors (3500.160(b), (c) and (e)).
- 3
Pay the $250 per year application fee, non-refundable (3500.120).
- 4
After approval, submit rosters within ten days of each completion. The Commission issues the BASSET cards (3500.160(f)).
- 5
Renewal applications must reach the Commission at least 30 days before the license expires (3500.115).
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
Is online BASSET training allowed in Illinois?
Yes. 235 ILCS 5/6-27.1(d)(5) lets training and testing run by any means, including online, and (d)(3) lists what an online course must do to be approved.
Does an online BASSET course have to be four hours?
The statute sets the 4 hour floor for classroom courses. Rule 3500.160(a) sets 3 hours for off-premises and 4 for on-premises, and lets program time be adjusted for new teaching methods if the Commission approves. Plan the online timing with the Commission in your application.
Do I need to proctor the BASSET test online?
No. 6-27.1(e) says nothing in the approval criteria requires a test administrator or proctor. The test still has to be part of the course.
Can the course be in Spanish?
Yes. Illinois requires classroom courses to be available in English and Spanish, and we build online courses in both. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
What happens to my platform if I switch developers later?
Nothing. You own the platform and the code outright. One flat fee per course, final payment when ILCC approves it, no per-student fees.
