Get certified to teach OLCC server education online

In Oregon the server education market is online. OLCC's provider list notes that in-person course options are currently unavailable. Students pass the OLCC test in CAMP, so your job is the course itself, built to OAR 845-016-0016, and we build it on your site.

What OLCC requires of an online course

Oregon Liquor and Cannabis Commission (OLCC). Summarized from the rule text, with the citation for each so you can check it yourself.

  1. 01

    Role play and case studies

    OAR 845-016-0016(1)(a)

The online initial course must meet the Commission's Minimum Curriculum Standards and include role playing, case studies and other methods that build skills in identifying minors and stopping service to visibly intoxicated persons.

  2. 02

    Approved design and technical standards

    OAR 845-016-0016(1)(b)

The provider proposes course design and technical standards and the Commission approves them, based on its Minimum Course Design and Technical Standards for Online Courses.

  3. 03

    An online workbook

    OAR 845-016-0016(1)(c)

The course needs a student workbook that meets the Commission's Minimum Workbook Standards for Online Courses.

  4. 04

    Secure data to the Commission

    OAR 845-016-0016(3)

The provider must meet all technical and security standards the Commission requires for sending electronic data and information to it.

  5. 05

    Help, offered and repeated

    OAR 845-016-0030(2)

Online students are told at enrollment that help is available, and the statement repeats at regular intervals, pointing to a provider assistant who can answer questions about the material.

  6. 06

    Enrollment records

    OAR 845-016-0055

Providers keep enrollment records for 2 years and 3 months.

How the platform is built to it

Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.

Branching role play scenarios

Interactive scenes where the student checks an ID or cuts off a visibly intoxicated guest and sees the outcome of each choice, the active skill building 845-016-0016(1)(a) asks for.

Workbook inside the course

The workbook is part of the platform, available from the first screen, with the student's entries saved, so 845-016-0016(1)(c) and the workbook timing in 845-016-0030(3) are covered.

Assistance prompts on a schedule

The help statement appears at enrollment and recurs through the modules, with a direct line to your provider assistant, per 845-016-0030(2).

Built to the standards you are handed

The 2007 online course design and technical standards sit at the Commission's main office. Once you have a copy, we build to it and write up the design and technical standards you propose in the application.

Records kept past the deadline

Enrollment records are retained automatically for the 2 years and 3 months in 845-016-0055, with an export when OLCC asks.

The path to OLCC approval

  1. 1

Submit OLCC's application package showing how you meet OAR 845-016-0016, with the Provider Staff Certification form and a $500 non-refundable evaluation fee (OAR 845-016-0010(1), 845-016-0016(4)).

  2. 2

If OLCC finds the application incomplete, you have 90 days to supply what is missing (OAR 845-016-0010(2)).

  3. 3

OLCC evaluates the course and sends a written decision. Approval comes as a Letter of Certification (OAR 845-016-0010(3)-(4)).

  4. 4

Initial certification runs six months, then OLCC reviews your performance and extends it with no additional fee if you comply (OAR 845-016-0010(5)).

  5. 5

Recertify yearly for $250 plus $100 per instructor, filed 90 to 30 days before expiry (OAR 845-016-0040).

The terms

We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

One flat fee
Quoted per course before any work starts. No hourly billing and no surprise line items.
Final payment on approval
The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
No per-student fees
You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
You own it
The platform, the code and the student records are yours outright, on your site and under your brand.

Questions schools ask

Can I teach OLCC server education in person instead?

Not right now, by OLCC's own note. The provider list page says in-person course options are currently unavailable, and the in-person provider page redirects to the online list.

Does my online course give the OLCC test?

No. Students pass the OLCC test in CAMP, OLCC's portal. Your course still has to tell students they must complete it to take the exam (OAR 845-016-0030(1)(b)).

Where do I find the OLCC online course design standards?

OAR 845-016-0016 says the 2007 Minimum Course Design and Technical Standards for Online Courses and the workbook standards are available at the Commission's main office in Portland. Get a copy early, it shapes the build.

Can the course run in English and Spanish?

Yes, both are available. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

Do you charge per student?

No. One flat fee per course, final payment when OLCC certifies it, and you own the platform and the code. Hosting and rule-change upkeep is an optional monthly plan.
