Florida ECLB electrical contractor CE, built for online delivery

The ECLB lets electrical and alarm contractor CE run online, but only in the shape Rule 61G6-9.003(7) defines. A live Zoom session of an approved course is one thing. An on-demand recording of it is a separate course with its own application, and that is the version that needs a real platform.

What ECLB requires of an online course

Florida Electrical Contractors' Licensing Board (ECLB). Summarized from the rule text, with the citation for each so you can check it yourself.

  1. 01

Live or recorded, with a way to ask the instructor

    Rule 61G6-9.003(7), F.A.C.

An interactive distance education course is delivered through live synchronous technology, or pre-recorded video paired with a way for attendees to ask the instructor questions and get timely answers.

  2. 02

    Registration, monitoring and verification

    Rule 61G6-9.003(7), F.A.C.

The course has to provide for registration, evaluation, monitoring and verification of the continuing education the attendee completes.

  3. 03

    Multiple-choice test, 75% to pass

    Rule 61G6-9.003(7), F.A.C.

Each interactive distance course ends with a multiple-choice test, and the minimum passing score is 75%.

  4. 04

    A 50-minute hour, breaks excluded

    Rule 61G6-9.003(8), F.A.C.

One interactive distance education hour is 50 minutes of approved instruction, not counting breaks, recesses or any other time not spent in instruction.

  5. 05

On-demand versions need their own approval

    ECLB determination, May 15, 2020

Approved classroom courses may be taught live over a meeting app by the approved instructor. A recorded version offered on demand later requires a separate application and course number.

  6. 06

    Attendance records kept four years

    Rule 61G6-9.003(4), F.A.C.

The course provider is responsible for keeping records of everyone in attendance for four years.

How the platform is built to it

Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.

Recorded video with an instructor inbox attached

Your recorded sessions play inside the course with an ask-the-instructor panel on every lesson, and response times are logged so you can show answers came back in a timely manner.

Instruction clock that ignores breaks

Credit is counted in 50-minute blocks of active instruction. Pauses, idle tabs and breaks stop the clock, which is how the 61G6-9.003(8) hour is defined.

Final exam engine set to 75%

A multiple-choice final from your question bank, scored automatically against the 75% floor, with every attempt stored against the student record.

Monitoring and verification records

Registration, progress, test results and completion are logged per student, which covers the registration, evaluation, monitoring and verification language in (7).

Four years of records, exportable

Attendance and completion data stays on your platform for at least four years and exports for DBPR reporting under s. 455.2178.

The path to ECLB approval

  1. 1

Register as an ECLB course provider under Chapter 61G6-9.

  2. 2

Get the classroom version of the course approved, which also lets the approved instructor teach it live over a meeting app.

  3. 3

For an on-demand recorded version, file a separate application and get its own course number.

  4. 4

Once approved, report each completion to DBPR electronically within 30 calendar days, or 10 business days inside the 30 days before the renewal deadline.

The terms

We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

One flat fee
Quoted per course before any work starts. No hourly billing and no surprise line items.
Final payment on approval
The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
No per-student fees
You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
You own it
The platform, the code and the student records are yours outright, on your site and under your brand.

Questions schools ask

Can I teach my ECLB course over Zoom without a new approval?

Per the ECLB determination of May 15, 2020, an approved classroom course can be taught live over Zoom or a similar app by the approved instructor. Recording it and selling it on demand is different and needs its own application and course number.

What passing score does an ECLB online course need?

Rule 61G6-9.003(7) requires a multiple-choice test at the end with a minimum passing score of 75%. Home study courses in 61G6-9.003(6) carry the same 75% floor.

How long is an ECLB online credit hour?

Fifty minutes of approved instruction, exclusive of breaks, under 61G6-9.003(8). The platform has to count instruction, not time logged in.

What does the build cost and who owns it?

One flat fee per course, final payment when the ECLB approves it, no per-student fees, and you own the platform and code outright. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.

Can the course run in Spanish?

Yes. We build in English and Spanish, and the exam engine and instructor channel work in both.
