Florida CILB contractor CE, approved for online delivery
The CILB approves interactive distance learning course by course, and Rule 61G4-18.004(3) lists six things your application has to document. Most of them are platform behavior, not content. We build the platform on your site, under your brand, so every one of those six has a working answer before the committee sees it.
What CILB requires of an online course
Florida Construction Industry Licensing Board (CILB). Summarized from the rule text, with the citation for each so you can check it yourself.
- 01
Instruction broken into 25-minute intervals
Rule 61G4-18.004(3), F.A.C.
Course time has to be separated into intervals of no more than 25 minutes, and each interval needs its own descriptive outline of the subject matter it covers.
- 02
Interactivity within 24 hours
Rule 61G4-18.004(3)(a), F.A.C.
The application must show how the course creates interaction between student and provider within a maximum of 24 hours, and how it measures learning and checks comprehension at regular intervals.
- 03
Monitored enrollment, participation and completion
Rule 61G4-18.004(3)(b), F.A.C.
You have to describe how you monitor each student from enrollment through participation to course completion.
- 04
Stated hours match actual hours
Rule 61G4-18.004(3)(c), F.A.C.
You must be able to demonstrate that the hours the course claims are consistent with the actual hours each student spent completing it.
- 05
Instructor support and a personal completion statement
Rule 61G4-18.004(3)(d) and (e), F.A.C.
A qualified instructor has to be available to answer questions for the length of the course, and the student signs a statement at the start and at the end saying they personally completed each module.
- 06
Student identification
Rule 61G4-18.004(3)(f), F.A.C.
The application must state how the provider will verify the identity of the student taking the course.
- 07
Completions reported to DBPR on a clock
Section 455.2178(1), F.S.
Completions go to DBPR electronically no later than 30 calendar days after the course. Starting 30 days before the renewal deadline, the window drops to 10 business days.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Lessons that cannot run past 25 minutes
The course builder caps every interval at 25 minutes and stores the outline with it, so the syllabus and interval outline in your application export straight from the course itself.
A question channel with a 24-hour timer
Students ask from inside the lesson, your instructor gets notified, and every unanswered question shows its age. Comprehension checks sit at the end of each interval to cover the regular-intervals part of (3)(a).
Seat time measured per student
Active time is logged per interval and idle time is not counted, so the report you hand the board shows real hours against stated hours for every student, which is what (3)(c) asks for.
Identity checks and signed start and end statements
Students verify identity at registration and again during the course, and the platform collects the opening and closing personal completion statements as signed, timestamped records.
Completion export built for the DBPR deadline
Each finished student lands in a completion queue with the date it is due, and the queue flags the shorter 10-business-day window once renewal season starts.
The path to CILB approval
- 1
Register as a CE provider with the CILB, since the board only approves courses from registered providers under Rule 61G4-18.004(2).
- 2
Submit the provider/course approval application from DBPR with the hours, syllabus, interval outline, instructor qualifications and the six interactive distance learning documents.
- 3
The Continuing Education and Exams Committee reviews the course by application number, listed on its agenda as an online course.
- 4
The board approves or denies at its first meeting held no more than 90 days after you submitted, and gives written reasons if it denies.
- 5
Once approved, use the assigned course number on your syllabus, course materials and advertising.
- 6
Reapply 90 days before the three-year approval expires, or sooner if you make a substantial change to the course.
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on approval
- The last payment is due when the regulator approves the course, so the platform has to pass review before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
How long does a CILB online course approval last?
Three years from the date of issue under Rule 61G4-18.004(7), as long as the course does not change substantially and your provider approval stays current. Reapply 90 days before it expires to avoid a gap.
Can I just put my classroom CILB course on video?
Not as is. The interactive distance learning application needs the 24-hour interactivity, monitoring, seat time, instructor support, completion statements and identity verification in 61G4-18.004(3). A recorded lecture covers none of that by itself.
How many CE hours do Florida contractors need?
Rule 61G4-18.001 sets 14 classroom or interactive distance learning hours each biennium. That is why an approved online version of your course is worth building.
Who owns the platform when it is done?
You do, code included. We quote one flat fee per course, final payment is due when the CILB approves it, and there are no per-student fees. Monthly upkeep for hosting and rule changes is optional. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
Do you file the CILB application for me?
No, you file it. We build the platform and prepare the platform documentation the application asks for, meaning how interactivity, monitoring, seat time and identity verification actually work.
