Put your approved Florida food employee training online
Florida closed new program approvals years ago, so this is for providers who already deliver a program on the DBPR list. Rule 61C-4.023 allows interactive distance learning, but it asks more of an online course than most states do. We build to every line of it.

- 01
New program approvals are closed
s. 509.049(3), F.S.
Programs had to be in use before July 1, 2000 and submitted by September 1, 2004. DBPR no longer accepts applications, so new entrants deliver a program that is already approved.
- 02
Training window and no exam
s. 509.049, F.S.
Employees are trained within 60 days of employment and the certification is good for three years. The training standards may not include an examination.
- 03
Topics follow the job
Rule 61C-4.023(4)(a)-(c), F.A.C.
Content matches the employee duties: hygiene and causes of foodborne illness, time and temperature control, thawing, cooking, cooling, holding and serving, cleaning and sanitizing, and vermin control.
- 04
Interactive, with a statement per module
Rule 61C-4.023(4)(d), F.A.C.
An online course must exchange information with the student at regular intervals and provide registration, evaluation, monitoring and verification. The student submits an end of course statement of personal completion for each module.
- 05
Identity at every log in
Rule 61C-4.023(4)(d), F.A.C.
The student identity is verified at each log in and at regular intervals during the course. A registration can be used only once.
- 06
Tell the division before you go online
Rule 61C-4.023(4)(d), F.A.C.
Give the division written notice of online delivery with your provider number, the media, the URL, and the responsible certified food manager name and certificate number. Report changes within 30 days.
- 07
Certificates, cards and 30 day reports
s. 509.049(6), F.S.
Issue an original certificate to the establishment and a card to the employee. Report each certification electronically within 30 days with name, date of birth, establishment, training manager, training date and expiration date.
How the platform is built to it
Your course, on your site, under your name. Every requirement above is a feature, not a promise in the application.
Check in at every log in, and again mid course
Identity is confirmed when the learner signs in and at set intervals after that, and each registration code burns after one use, matching 61C-4.023(4)(d).
Module completion statements
Each module ends with the learner attesting they completed it personally. Those statements are stored with the record, which is the verification trail the rule asks for.
Interaction on a schedule
Short checks run at regular intervals through every module so information moves both ways, with no final exam, because the standards bar one.
Two documents per completion
An establishment certificate and an employee card print on completion, each showing your DBPR provider number and the certified food manager name and certificate number.
Reports and notices ready to send
A 30 day report export carries the six fields 509.049(6) lists. Your notice of online delivery, and any change notice, is generated from the same settings so the URL and manager details never drift.
Adding online delivery under DBPR
- 1
Confirm the program you deliver is on the DBPR approved provider list, since the division takes no new applications.
- 2
Build the online version to rule 61C-4.023(4)(d): interactive, identity checked, one use registrations, module statements.
- 3
Send the division written notice with your provider number, media, URL and responsible certified food manager.
- 4
Report each certification electronically within 30 days, and report any change to the online setup within 30 days.
The terms
We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
- One flat fee
- Quoted per course before any work starts. No hourly billing and no surprise line items.
- Final payment on launch
- The last payment is due when the online course is live and the notice to the division is filed, so the platform has to meet the rule before it is paid for in full.
- No per-student fees
- You keep what every enrollment pays. Nothing is skimmed per seat, per certificate or per month of traffic.
- You own it
- The platform, the code and the student records are yours outright, on your site and under your brand.
Questions schools ask
Can I get a new food service employee training program approved in Florida?
No. Under s. 509.049(3) the window closed in 2004 and the DBPR page says applications are no longer accepted. You deliver a program that is already on the list.
Is online food employee training allowed in Florida?
Yes. Rule 61C-4.023(4)(d) allows any delivery method including interactive distance learning, with identity checks at each log in, module completion statements and written notice to the division.
Does Florida food employee training need a test?
No. The statute says the training standards shall not include an examination. Online, the module completion statements and the interval checks carry the verification instead.
What happens if a provider skips the reporting?
Section 509.049(8) allows fines up to $1,000 or revocation of the program. The platform builds the 30 day report from each completion so nothing sits unfiled.
What do I pay for the platform?
A flat fee per course, no per student fees, and you keep the code. Hosting and rule change upkeep is optional by the month. We are building one right now for a state-approved online school in Virginia, in English and Spanish, on the same terms.
